The purpose of the study is to ensure ART service is effective, efficient, financially sustainable and designed to support its stakeholders, customers and the proposed implementation of the Anaheim Resort Connection (ARC) fixed guideway service, future implementation of the High Speed Rail (HSR) service and utilization of the Anaheim Regional Transportation Intermodal Center (ARTIC).

One component of the Restructuring Study is a thorough public outreach process intended to identify transit needs in the city of Anaheim.
